How much should they stick out?

The reason I ask it there is a section A that goes around here but the shafts stick out around a foot maybe just under but I wasn't sure if that was right?

Do you mean they stick out width ways or out at the front? I'm not sure if there's any set length/width they're meant to be, but I've always just gone on what looks correct for that particular horse. I know my shafts sit neat to my ponies sides, they don't stick out, nor do they stick out at the front, they just go to his shoulders.

I suppose as long as the pony isn't in any discomfort, although it looks odd, it's probably fine, I'd just be a bit worried about them catching/knocking things, being stuck out that far.

I have been informed they should sit near the shoulder, not stick up above the shoulder like this pony's does.
