Hmm, I can't get into kids M, and I'm a midget (5'2 and fairly small build), however I do have reasonably wide calves for my frame from running, so maybe if you have skinny legs you'd be ok?
I didn't measure, just went and tried a load on, then ordered the ones that fitted the best off the internet where they were cheaper

I think it depends on brand. I'm 5'2" but have very short legs and relatively wide calves (wear short normal-width tall boots from Ariat), and my half chaps are kid's Mediums. Mine have quite a lot of give on the outside of the calf though, so they stretch quite a lot.
Can you return them if they don't fit? If you can, I'd try ordering them and at least seeing if they work so you know what to look for.

I bought mine from Just Chaps (website), they also show a diagram of how to measure your leg so that might help you.

think you measure round the widest part of your calf and then from the bend in your knee to the ground.
I've got shires ones that are great! They are a adult medium. (I'm 5ft5 and have avarage calves I'd say... not skinny but not chunky.)
