...... what an completely ridiculous and counter-intuitive decision. I've been wracking my brains trying to come up with a justification for this but can't find anything to suggest that pergolide can be performance enhancing! If anything it reduces the amount of cortisol, the body's response chemical to stress/pain so really I can't see where they are coming from with this at all.

It's such a shame as it will only really effect people at the 'lower end' of the scale, the ones that need all the help they can get to compete at affiliated events :(

If there logic is anything like the racing logic, it doesn't matter whether or not it's performance enhancing. For it to have any effect (whether it improves or reduces performance) on the horse is enough.
What is Pergolide for? I've had a quick Google and all I could come up with is that it is used for horses with Cushings. Anything else?

Yeah Cushings is what's it's for. Not really effective for anything else. The worry is that people will want to take their horses off it in order to compete and crippling laminitis is almost sure to follow.
