It's an american miniature - a lot of them are presented like this.

They are all left to grow immense thick coats - when they are ready for showing, every part of their body is shaven. If they have a thick coat and are presented for sale, they often just have head, neck and shoulders clipped to show them off, without putting them in full showing clip.

These are the horses you often see americans having in their houses and keeping them literally as pets. If that pony was a pure bred, his price would be in the thousands.
