Is it 15hh and above for a horse?

Over 14.2hh but there are exceptions. Arabs are always horses regardless of height, and then there are American Miniatures which are supposed to be horses even though they dont go over 34inches much.

14.2hh and under = pony

14.3hh and over = horse

So I'm guessing 14.2 and 1/2 is just a special porse or a hony
