i need rules from BE which effect the building of fences on a cross country course whihc are beneficial to horse and riders safety x x

You can find the whole rule book on the BE site, it is available in chapters to download.
I guess you would be looking at the distances through combinations riding true, using the terrain safely etc, however these are more likely to be in a course builder/designers handbook.
